    extends AbstractReconfigurator
    A reconfigurator implementation which relies on QVTo to do the reconfiguration. The QVTo rules both check their reconfiguration precondition and perform the actual reconfiguration.

        monitoredElement - PCM model element for which a new sensor measurement arrived.
        Returns:
        true if the check was positive/matched, false if it was negative/did not match
